Abstract

Purpose: This research aims to determine the impact of spatial planning violations in tourist areas from a critical thinking perspective, empower students with the capacity to act as agents of social and moral change, and foster a greater awareness of law enforcement and local wisdom in the context of spatial planning.

Research methods: The subjects of this study were law students. Data from tourist villages in Badung Regency, Bali Province, demonstrate the commitment of the younger generation as agents of change in supporting sustainable tourism development by aligning aspects of improving welfare, maintaining socio-cultural stability, and environmental conservation efforts with regional spatial planning procedures. The research method used was field research, characterized by descriptive research methods using data collection techniques such as literature reviews, observations, and interviews. The data analysis technique used was qualitative descriptive analysis.

Findings: The research results of a case study conducted by law students at the Faculty of Law, Undiksha, indicate that students play a significant role as agents of change in tourism in Bali, particularly in promoting sustainable tourism with a focus on spatial planning through research, innovation, policy advocacy, public education, and the development of community-based tourism models.

Implication: Students promote digital innovation, local wisdom, and compliance with Spatial Planning (RTRW), address issues such as overtourism and environmental degradation through education and advocacy, and create inclusive, adaptive, and community-based tourism that preserves Bali's identity.
