Abstract

Purpose: This study analyzes the implementation of sustainable marine tourism management policies in TanjungBenoa Indigenous Village using George C. Edward III’s implementation framework, which consists of four key dimensions: communication, resources, disposition of implementers, and bureaucratic structure.

Research methods: A qualitative descriptive method was employed, with data collected through in-depth interviews with customary village leaders, BUPDA (Baga Utsaha Padruwen Desa Adat) representatives, watersport business operators, and community members, supported by direct field observations and documentation of regulatory instruments such as the Customary Law of the Indigenous Village and Implementing Bylaws under the Customary Law Number 10/PR/DA–TB/XI/2021.

Findings: The policy implementation has been relatively effective due to strong customary legitimacy, well-structured institutional coordination, and the acceptance of business actors toward the applied management system. However, several challenges still affect implementation effectiveness, including uneven understanding among new business operators, limited field supervisory personnel, tourists’ lack of awareness regarding marine cleanliness, and the lengthy customary deliberation process.

Implication: The findings highlight the importance of increasing the intensity of public socialization, strengthening supervisory capacity, and adjusting regulations to be more adaptive to coastal tourism dynamics. These efforts are crucial to ensuring sustainable marine tourism management that provides economic benefits while maintaining environmental conservation and social harmony in Tanjung Benoa Costumary Village.
